Program Qualifications

Supplier Diversity Program Qualifications

Small businesses that meet at least one of the sets of criteria outlined below qualify for participation in Penn State's Supplier Diversity Program.

Disadvantaged or Minority-Owned Business

For a privately owned business to qualify as a disadvantaged or minority-owned business, it must be at least 51 percent owned, controlled, and actively managed by one or more minority group members. Publicly owned businesses qualify if at least 51 percent of the business' stock is owned by one or more minority group members. For the purposes of Penn State's Supplier Diversity Program, minority group members include African Americans, Asian Americans, Hispanic Americans, and Native Americans.

Woman-Owned Business

For a privately owned business to qualify as a woman-owned business, it must be at least 51 percent owned, controlled, and actively managed by a woman or women. Publicly owned businesses qualify if at least 51 percent of the business' stock is owned by a woman or women.

HUBZone-Certified Business

A business qualifies for HUBZone certification if it is located in a Historically Underutilized Business Zone (HUBZone) and at least 35 percent of its employees reside in a HUBZone. Find out if your business is located in a HUBZone.

Lesbian Gay Bisexual Transgender-Owned Business

To qualify as an LGBT - owned business, a business must be at least 51 percent owned, operated, and managed by an LGBT person or persons who are either U.S. citizens or lawful permanent residents. The business must exercise independence from any non-LGBT business enterprise, has its principal place of business (headquarters) in the United States and has been formed as a legal entity in the United States.

Veteran-Owned Business

To qualify as veteran-owned, a business must be at least 51 percent owned, controlled, and actively managed by a veteran or veterans.

Service-Disabled Veteran-Owned Business

To qualify as a service-disabled veteran-owned business, a business must be at least 51 percent owned, controlled, and actively managed by one or more service-disabled veterans.

Contractor Diversity Program Qualifications

To participate in the Penn State's Contractor Diversity Program you must be considered a minority or women-owned business and you must also be certified by one of the following agencies: The Bureau of Minority & Women Business Opportunities (BMWBO), Federal Department of Transportation, National Minority Development Council (NMSDC) or its affiliates, Southeastern PA Transportation Authority (SEPTA), Women Enterprise National Council (WBENC), Pennsylvania Unified Certification Program (PA UCP), Pennsylvania Department of Transportation (PennDOT), or the National Women Business Owners Corporation (NWBOC).

Minority-Owned Business

The company must be at least 51 percent owned, controlled and managed (proven and demonstrated) by a citizen of the United States who is Black-American, Hispanic American, Native American, Asian-Pacific American or Asian-Indian American.

Woman-Owned Business

The company must be at least 51 percent owned, controlled and managed (proven and demonstrated) by a United States citizen who is of the female gender.

Veteran-Owned Business

To qualify as veteran-owned, a business must be at least 51 percent owned, controlled, and actively managed by a veteran or veterans.

Service-Disabled Veteran-Owned Business

To qualify as a service-disabled veteran-owned business, a business must be at least 51 percent owned, controlled, and actively managed by one or more service-disabled veterans.
